Chapter 3 · Government Systems
Choose between fast progression and tree completion while building around Government Data, Vision, Malware, and expensive repairs.
You do not need every Chapter 3 repair or a maxed Skill Tree to unlock Chapter 4. Reach 3.55M Raw Data.

Route Decision
This choice updates repair recommendations, completion priorities, and the Chapter checkpoint.
Eight Decisions · Chapter Route
Chapter 3 rewards strong combat plus Vision synergy more than blindly buying every available upgrade.
Government Data Chance Lv.1 applies three permanent changes. They are not repairable Bugs.
−1.5
Core Link Duration
+2
Core Link Interval
−80%
Finder Light Range
A higher Core Link Interval is worse.
The value is used as time between emissions, so +2 means Core Link triggers more slowly.
Government Data Check
Government targets are too durable for your current kill rate. Improve reliable combat before adding more high-tier targets.
Prioritize
Higher-tier enemies hold more Data but are much tougher. More Government Data is not automatically more Data per second if kill rate collapses.
Vision becomes more valuable because its zone improves both Finder and AI combat. Exact priorities remain scenario-dependent.

First Clear Priority
Prioritize combat ROI and 3.55M Raw Data. Do not let cleanup purchases delay Chapter 4.

Avoid for now
Defer the 46.5M repair and other low-ROI cleanup.
Karma note
A full Rational setup can pull ±100 Karma into the Rational band in one normal settlement after Chapter 3 Lv.7.
Achievement conflict
No direct Vision/Malware shutdown in this setup.
Vision System
Vision Orbs are not just achievement collectibles. Their zones can improve Attack Speed and Attack Range for both the Finder and AI.

Additive Modifier Example
1 × (1 + 230%)
= 3.3 attacks/s
1 × (1 + 230% + 190%)
= 5.2 attacks/s in zone
Percent modifiers add together; they do not multiply each other.
Once base damage is healthy, Vision uptime can outperform another small raw-damage purchase in dense fights.
Autonomous AoE
Malware provides autonomous area damage and becomes more valuable when fights last long enough for the Orb to keep attacking. It is not a second version of Vision.

No Vision Orbs?
Tyrant Lv.7 · Vision chance −100%
Vision can effectively stop spawning from that source.
No Malware Orbs?
Protector Lv.7 · Malware chance −100%
Malware can effectively stop spawning from that source.
These prices are Cash, not Raw Data. None of the four repairs is required to unlock Chapter 4.

Unfixable evolution nodes are exempt, but purchasable and repairable nodes still matter for the Chapter 3 Skill Tree achievement.

Malware-focused. Strong Virus bonuses, but Lv.7 can suppress Vision completely.
Flexible correction. By Lv.7, a full setup pulls 75 Karma toward zero.
Vision-focused. Strong zone synergy, but Lv.7 can suppress Malware completely.
A full Rational setup pulls 75 Karma toward zero in one normal settlement. Two opposite-alignment settlements can also reverse an extreme path: −100 → −25 → +50.

Recommended before Chapter 4
Recursive Data Chance starts at 65M Cash, and the tree later contains 3B GIVE UP CONTROL. These prices are not the ending requirement.
Chapter 4 completes at 43.5M Raw Data. GIVE UP CONTROL is not required for a normal first clear.
Very high HP targets with large Data payouts.
The AI begins moving on its own.
The AI starts attacking and collecting autonomously.
Troubleshooter
Government Data Chance Lv.1 permanently reduces Duration by 1.5 and increases the Interval by 2. A higher Interval means slower triggers.
The Chapter 3 transition permanently applies Finder Light Range −80%.
Check the Chapter 3 Lv.7 Tyrant Perk for a −100% Vision chance modifier.
Check the Chapter 3 Lv.7 Protector Perk for a −100% Malware chance modifier.
Not for a first clear. Repair it when the extra Firewall blocks progress or during max-tree cleanup.
Collect 3,550,000 Raw Data. Expensive repairs and achievements are not unlock requirements.
Yes. By Chapter 3 Lv.7, aligned Perks move or pull 75 Karma per normal settlement.
