Chapter 2 is unreliable for a normal attempt because its standard natural window can fall below 200. This does not mean every special Chapter 2 configuration is impossible.
The Chapter 3 high-supply example is about 743 opening targets: floor(743 / 3) = 247, giving an approximate 47-particle margin.
